ESSENTIAL QUALIFICATIONS

Education:

  • Bachelor degree in Library study / Science or equivalent in conjunction with a library certificate,
  • Or Higher Secondary Degree (CESS) in conjunction with a library certificate and at least 3 year post related experience.

Professional Experience:

  • Must have a thorough knowledge of the theories, principles and practices of professional librarianship particularly in the area of technical services and cataloging.

For all assigned duties, the work involves performing various duties involving the use of different and unrelated procedures and methods in support of major library functions, such as acquisition, cataloging, reference, or circulation. Different procedures may be required and functions assigned are relatively broad and varied. Employee identifies the nature of the problem, question, or issue and determines the need for and obtains additional information through oral or written contacts and by reviewing operating procedures, library policies, and standard references. Employee makes recommendations or takes action based on a case-by-case review of the issues or problems involved in each assignment or situation, taking into account interrelationships among various sources of materials, databases, or vendors/publishers. Cataloging: Performs descriptive and copy cataloging where the bibliographic characteristics may be relatively difficult to determine and cataloging decisions are adapted or changed from standards to meet specific library requirements. Uses and adapts standard cataloging rules to catalog material in a variety of formats and applies knowledge of the automated cataloging system when cataloging in machine-readable format, utilizing AACR2, RDA, Dewey and MARC. Classifies and catalogs materials to make them accessible to library users through public catalogs.

  • Responsible for cataloging in all non-English NATO languages. Ensures library resources are cataloged and processed efficiently, consistently, and with a high degree of accuracy. Conducts regular catalog and records maintenance and develops and implements standards and procedures for catalog data quality assurance. Utilize Library of Congress and Online Computer Library Center (OCLC) existing bibliographic and/or authority records when possible. Export records into the US Army Library integrated library system and link items to the imported records. As records entered by employee will impact the entire US Department of Defense Library consortium (193 libraries), only quality, error-free records will be accepted. Employee will liaise with the US Army Europe Libraries Support Branch and Headquarters to ensure that library materials are processed for circulation in accordance with current regulations. Collection Development & Acquisitions: In partnership with the Supervisory and Public Services Librarians, oversees the selection and acquisition of all non-English language library materials in the support of the NATO missions and SHAPE Community. Identify and propose library materials for purchase to meet the multicultural needs of the library by research in specialized catalogs, trade journals and other bibliographic aids. Employee will analyze, evaluate and establish methods of procumrent of library materials to include books, and multi-media items. Receive and inspect incoming material for damage and accuracy. Analyzing statistical data, employee is responsible for weeding collection of damaged, old and unused books, and other materials. Interprets and applies complex rules covering circulation procedures, reserves lists, and patron’s requests so that additional materials may be ordered to satisfy patron demand; recommends changes to procedures to improve the circulation process. Procurement and Budget: Ensures all procurement orders are prepared, verified, and processed in accordance with SCSF procurement guidelines, regulations, general library philosophies, and funds procedures for various fund sources. Researches a broad spectrum of standard library references and professional materials as well as more obscure information sources to collect bibliographic data required for ordering. Orders and processes different types of library materials within budget guidelines, comparing prices and services offered by competing vendors. Monitors expenditures versus allocation for fund accounts. Monitors receipt of all orders, ensures payment is made, and routinely checks outstanding contracts. Posts and revises library balance records and library financial records for correctness. Provides supervisor with necessary figures for quarterly financial updates and the annual report. Recommends changing vendors in order to get more reliable subscription service. Employee must be knowledge of the wide variety of interrelated steps and procedures required to order and process different types of library materials within budget guidelines. Patron Services: Provides ready reference services to library clientele by locating bibliographic information using standard library reference tools such as guides, indexes, bibliographies, professional directories, current card catalog, and on-line databases. Reference questions often contain inaccurate and incomplete information which may require locating outside sources such as publishers, authors, private organizations, etc. Employee independently plans and carries out the successive steps to complete library support duties and uses established library techniques and methods to resolve problems and deviations, such as materials that are difficult to locate, clients who request unusual services, or unusual error messages from automated systems. Recommends process improvements to the Supervisory Librarian. Emplyee uses judgment to interpret guidelines, adapt procedures, decide approaches, and recommend solutions to specific problems including locating seldom used or obscure materials. The employee analyzes the results of applying guidelines and recommends changes.
